According the EASA regulations basically all ICAO (FAA) licence and Ratings can be converted in EASA licences and EASA Rating. However EASA says before you start your conversion your license and ratings must be current. This means that you must have done a flight review (BFR) within the last 2 years and must have a current instrument rating if you want to convert an FAA license.

For ICAO CPL / frozen ATPL holders You need to:
Pass 14 ATPL exams at the Civil Aviation Authority.
Pass an EASA Class 1 medical exam
Undergo conversion flight training (this depends on your flight time, but around 15 hours)
Pass an EASA ICAO English language proficiency test
Pass a skill test for the EASA CPL(A) and IR(A).
Apply for an EASA CPL licence from the Civil Aviation Authority.
ICAO PPL to EASA PPL conversion For ICAO PPL holders You need to:
Pass 2 CAA exams (no ground school required).
Pass an EASA Class 2 medical exam
Undergo flight training (5-10 hours) at one of our training centres; make sure you have 100 h of total flight experience (dual and solo combined)
Pass an EASA ICAO English language proficiency test
Pass a skill test for the PPL(A) licence
Apply for an EASA PPL licence from the Civil Aviation Authority.
